We have seen this pattern repeated across the UK — from healthcare and social care to the Post Office, financial services, government, policing and other major institutions.

We should not have to wait for another scandal, another public inquiry or another group of victims before we act.

What We Are Calling For

We are calling on the UK Government to establish an independent Office of the Whistleblower — a body dedicated to ensuring that people who speak up in the public interest are heard, protected and supported.

The Office should provide an independent national framework that:

• Gives whistleblowers somewhere safe and genuinely independent to turn when internal channels fail.
• Provides early advice, guidance and support so people understand their rights and options.
• Helps protect whistleblowers from retaliation, victimisation and detriment.
• Ensures serious concerns are properly assessed and, where appropriate, referred to the right regulator or authority.
• Monitors what happens to whistleblowers after they speak up, including allegations of retaliation.
• Identifies systemic failures and recurring risks so action can be taken before further harm occurs.
• Supports access to independent legal and professional advice where appropriate.
• Collects national data on whistleblowing so Government and Parliament can understand what is happening across different sectors.
• Promotes best practice and a positive culture of speaking up across public, private and third-sector organisations.
• Reports independently to Parliament and Government on the effectiveness of the UK’s whistleblowing arrangements.

This is not about giving whistleblowers special treatment.

It is about ensuring that doing the right thing does not destroy someone’s career or livelihood.

Whistleblowers Are an Early-Warning System

A whistleblower can see a serious problem long before it reaches a regulator, inspector, journalist, parliamentary committee or public inquiry.

They can provide the earliest warning of:

When we listen to the person raising the alarm, we have an opportunity to prevent harm.

When we ignore, silence or retaliate against them, the consequences can be devastating — for individuals, organisations and the public.

But they usually come after the damage has occurred.

An effective whistleblowing system should help prevent that damage in the first place.
